David Grunwell is the Highways Agency’s (HA) Regional Divisional Director for Network Operations in the Northwest responsible for the operation, maintenance and improvement of the motorway and trunk road network in Cheshire, Merseyside, Lancashire, Greater Manchester and Cumbria. David has been involved in the operation and maintenance of the northwest HA network for the last 13 years. Prior to that he spent six years working on what were then termed National Schemes, including taking two A1 motorway improvement schemes through Public Inquiry and a number of major improvement schemes in Yorkshire through to construction.
